In the show - Ty-Lee (Katara doesn't get much praise here in the show)

With fans - Katara (Most people seem to think Ty-Lee is ugly and Katara is most always winning beauty polls)

Katara is pretty in my op , while Ty Lee isn't that much , but she probably has something attractive in herself since she attracted so much boys in the beach episode , she's probably just got quite a charm ^^;
