I think he is powerful enough to become an at least semi-significant antagonist if he wanted to, but I see him more as a neutral force of nature, neither good nor bad.

Sorry, but I believe that Koh's mostly a bad guy, because I remember he killed and steals Avatar Kuruk's fiancée. That's why I believe he's a lot worse than Fire Lord Ozai.
