People use the term "evil" far too loosely when it comes to Azula, as well as a lot of other villains. She was doing what she was told, and if she's anything, she's competitve and misguided. Even Zuko said that he, Azula, as well as everyone else was lied to; they said the Fire Nation was the best nation in the world, and the war was their way of proving their greatness. And who was used as a weapon? Azula. She was trained by her father to be a weapon of war- and she mistaked his praise for love when it really wasn't. Ursa favored Zuko over her, and around the time the flashback in "Zuko Alone" was shown, she was already being corrupted by Ozai. She was only eight years old, she had no chance- and she thought she had nobody else to turn to but Ozai.
In the end of the series, Zuko also admitted that Ozai banishing Zuko was the best thing he could have done for his life. Zuko's banishment was an excape from the lifestyle Azula lived. At least Zuko knew more about what he was going through- Azula blindly followed her father because he was all she had besides Mai and Ty Lee (and then they betrayed her for Zuko- just more people that Azula thought Zuko took from her). Zuko had Iroh as well, and Azula was convinced Iroh was pathetic because of what her father told her.
People say she brought it on herself, but I don't think that's being fair. She was never told that she had another option. She was told that her nation was the best- where else would she be able to go? You can't expect a young girl who has been lied to all of her life to suddenly 'turn good'. Zuko had three whole seasons and constant confusion before he knew what was really right- and that was with help of Ursa and Iroh's love and guidence. Azula's only guidence was Ozai and possibly Lo and Li, who were only following Ozai's orders in training her.
She just didn't have a chance, not like Zuko did. Toph also said that judging by Zuko's family and how he was raised, he could have turned out worse. -He could have ended up just like Azula if he was in her position.
I think people really miss the point in Sozin's Comet. That was suppose to mean that she wasn't as lucky as people thought, and she infact had it much worse than anyone would have thought. Madness isn't a punishment- she lost her mind due to all of the emotions she bottled inside (she was told that it would be 'weak' otherwise), the fact that she truely had nobody, no real trusting love was shown to her, dramatic family past, horrible raising..etc.
Sorry, Azula's mental health is a touchy subject for me.
