I think it took a lot of strength to not kill Ozai, and I respect Aang for it. He did deserve the ultimite punishment, but he is alive- he can think, and realize what all happened. I don't know enough about Ozai's past to hate him completely.

I also agree prison is a bigger punishment.
He is a horrible man but it has been mentioned that there was a time when the Royal Family use to be "happy". The war might have changed Ozai.
