Blue is a pokemon trainer from the pokemon games, character in the pokmon adventures manga (pokespe) and popular fan image.

GEN 1
Although Blue (AKA: Leaf) was planned for the first set of games, red, green, blue and yellow, due to cartrige space, she was left out.
This led to speculation over her name, as the rival took the name of Green (in Japan) and Blue (outside Japan.
GEN 3
In 2005, Nintendo drew up a new character based on the artwork of Blue from "pokemon adventures" manga (see below), which, in turn was based on the concept art of Blue/Green from the Gen 1 games. Most gamers know her as Leaf, however, from the two games, (fire-)red and (leaf-)green.
Leaf also appeared in Pokemon Colloseum and Pokemon XD. She was dipicted with a Bulbasaur and Cumbusken
GEN 4...?
Leaf did not appear in Pokemon Heart-gold/Soul-silver, although it was the seaquel to Fire-red/Leaf-green the first games she officially appeared in, though fans are still hopefull Nintendo will use her in a future game.

In the manga, Blue was based off the concept work for the female protaganist of "Pocket Monsters" Gen 1.
She is depicted as a sly, cunning girl, who steals a squirtle from Proffesser Oak.
Later, It is revealed that she was kidnappped by Moltres (which led to her Orithnotphough she thobia) at the age of 5 and was under control of the mask of ice until her escape.
She later captures the Kanto birds.
Blue's special skill is pokemon evolution.
