Is Frozen set in Finland or Norway?

The animators went to Norway for inspiration. The opening song, plus the hymn sung at Elsa's coronation are both Norwegian inspired, as well as the location in many ways. Oaken is supposed to have a Norwegian accent, though it's a bit of a fail. Also there's a city in Norway that's named Arendal, almost like the name of the location in Frozen. :)
