I think the least likely would be Gothel. The other mothers became mothers thru marriage, and Tremaine semi-cared for her own daughters- Gothel actually stole Rapunzel for the sole purpose of her hair, and actually spent time with her daughter and never loved her. The others mostly ignored them too much.
I'd say the Evil Queen- if she took the time to know Snow White, she might have actually liked her.

Depends. If the book Fairest of All counts it shows that the Evil Queen actually ADORED Snow White. But going based just off the movies, I think Gothel does love Rapunzel but just loved the flower power in her hair more.

In her own twisted way, I believe that Mother Gothel does love Rapunzel.

Like PrincessLullaby said, Mother Gothel spent eighteen years in a small tower with only Rapunzel in it putting up a fake mother facade and never grew feelings for the girl. Eighteen years later, Mother Gothel was still willing to lock Rapunzel in a secluded room and deprive her from happiness. We never learn much about The Evil Queen, but maybe if she spent time getting to know Snow White The Evil Queen would fall in love with her like everybody else did.

I don't think there is a "twisted way" to love someone.

I agree with Princesslullaby, except I think it would be Lady Tremaine. The only reason I say this is because The Eil Queen wanted to kill Snow White because she envied her.

Think about it this way... She didn't need to go on a three-day journey just to let her prisoner have a nice birthday. It's clear that she didn't want to, but she did anyway to make Rapunzel happy--despite how inconvenient the whole thing was for her. Also, Gothel has obviously had awful experiences that affected her perception of people (see "Mother Knows Best") and I believe that, on some level, she genuinely wanted to protect Rapunzel from the outside world, since she'd grown to care about the girl in some way over the years.

Of course, it's not that simple, since Rapunzel is also the key to Gothel's youth and beauty. So her genuine fondness for Rapunzel as a person (not just a healing flower) is entwined with her selfish motives and twisted morality.

All of that is my own interpretation and is by no means canon.

None of them are capable of love.

@Audreybrooke- all of that was just to keep up the facade of being her mother and keep Rapunzel from leaving the tower. If she didn't keep Rapunzel placated in some way, she knew Rapunzel would rebel and leave. So she tried to give her everything she possibly could to keep Rapunzel from leaving.

Well, as I said, it's just my interpretation.

If she hadn't been so vain, I find it very capable. Why are so many choosing Gothel? She didn't "love" Rapunzel, she loved Punz's ability to keep her young.

Mother Gothel raised Rapunzel for 18 years while others don't. So it's possible that she loves Rapunzel as to her own daughter. She even always gives her birthday present every year. And that means she appreciates Rapunzel as a human. Lady Tremaine already have her own daughters so she'll think Cinderella is just a burden while Evil Queen is too vain, selfish, and even want to kill her to love Snow White.
