I'd say the Evil Queen- if she took the time to know Snow White, she might have actually liked her.
Think about it this way... She didn't need to go on a three-day journey just to let her prisoner have a nice birthday. It's clear that she didn't want to, but she did anyway to make Rapunzel happy--despite how inconvenient the whole thing was for her. Also, Gothel has obviously had awful experiences that affected her perception of people (see "Mother Knows Best") and I believe that, on some level, she genuinely wanted to protect Rapunzel from the outside world, since she'd grown to care about the girl in some way over the years.
Of course, it's not that simple, since Rapunzel is also the key to Gothel's youth and beauty. So her genuine fondness for Rapunzel as a person (not just a healing flower) is entwined with her selfish motives and twisted morality.
All of that is my own interpretation and is by no means canon.
They are all too selfish and/or spiteful.
@Audreybrooke- all of that was just to keep up the facade of being her mother and keep Rapunzel from leaving the tower. If she didn't keep Rapunzel placated in some way, she knew Rapunzel would rebel and leave. So she tried to give her everything she possibly could to keep Rapunzel from leaving.
