I once did an AU where Elsa has the powers to control colors and once she runs away Arendelle turns black and white instead of frozen. Elsa gains a rainbow dress and is able to manipulate drawings to come to life instead of snowman. She's a brunette in this version to contrast with the dress. And at the end Anna instead of being frozen is turned into simple sketchy lines, but once Anna comes back everything comes back into color.

It was a very artsy version of Frozen, the more I think of it.

It seems more coherent, because turning things into way a dog sees them ( black/white) is not lethal/majorly inconvenient to living life, the way freezing everything is. The motivation probably could be the same in Elsa's case, but the outcome would be only annoying, and not dire to everyone. Elsa totally procrastinates to fix things. But if her powers were of color tones, her procrastination would not be nearly so devastating. The film is already incoherent in linking events together, but the logic you tried out in your AU at least allowed for things not to be so dire, and Elsa does not come across as such an awful person for her actions.
