I have a feeling that he has the power to time travel because how else would he know all these pop culture references that confuse the other characters? It's one of the laws of magic on Once Upon A Time but it's not stated as a rule in Aladdin. Aladdin instead says he can't kill anyone, which they can do in Once Upon A Time.

I think he could time travel, but I don't think he could change the past. It would just create paradoxes.
