Nah. Even when I thought Elsa was all that and a bag of chips, I still found Anna beautifully designed. She and Elsa have a pretty clear Nordic look to their features, no other DP wears braids so much, and their clothes are unique with the rosemaling.

I think it's Rapunzel who looks-wise brings nothing new- her dress is pretty standard (Snow's sleeves, Ariel and Aurora's hem length, and purple is the only signature color that wasnt yet given to a DP yet) as well as how the basic structure of her face is no different than Ariel/Belle/Tiana.

In the first movie yes, second movie did her way better
