I mean, I get he doesn't want his people going beyond the reef because of how he lost his friend but the problem there is that your island is dying and you have no more fish, so your people will die anyway. He still thought that going beyond the reef would lead to death when he's literally just having them starve to death because of his stupidity and stubbornness.
