I think they can talk...in fact, they sing, don't they? I think they just aren't the main characters so disney doesn't show them talking.

It all comes down to money. I believe they all have the ability to talk, Disney just didn't want to waste additional money on voice actors and animation. Just because they don't have facial features as we would recognize them, doesn't mean they don't have the means to talk.
