You have to get the hart in the corner by that person to orange or something like that.Then then the elf people will show up at your door with a blue feather up but only if the hart is is high enough

In order to be able to propose to your sweetie in Harvest Moon DS Cute, you must rescue 60 sprites, upgrade your house, and get the big bed.

You must also get your bf's love points up to 50,000 for the blue feather to become available at Karen's supermarket. Once your sweetie's lovepoints are at 60,000, you are able to offer him the blue feather.

In order to track everyone's friendship points and affection points, buy the love-ring at the sprite casino.
