Judaism Question

How can somebody be "part" or "half" Jewish?

We're a religion. How do you believe in, and yet not believe in something? Does the categorization truly make sense? For me, it seems like you're one of us or you aren't. Due to multiple movements (like Reform, Conservative, and Orthodox), varied levels of belief and obediance don't need to be measured that way. So, how can you only be a part of a religion?
