Does NiGHTS belong to SEGA? Yes.
Is NiGHTS a character in the Sonic the Hedgehog franchise? No.
NiGHTS belongs to his/her own self-titled franchise, but during the time between his/her debut game (NiGHTS into Dreams) and the game's sequel (NiGHTS Journey of Dreams) NiGHTS often made cameos in Sonic games. Notably Sonic Adventure, Sonic Adventure 2, Sonic Riders and Sonic Riders: Zero Gravity. In the Sonic Riders games NiGHTS is an unlockable playable character (along with Ulala and AiAi in Riders and Amigo and Billy Hatcher in Zero Gravity).

Now that's done, onto the question on whether Sonic and NiGHTS have actually met. Well, they have sorta met in Sonic Pinball Party (for the Gameboy Advance). But that was more of a celebration game for Sonic Team rather than an actual game. And even if it was, most people don't regard the handheld games as canon and ignore them (the only exception is the Sonic Rush games but even then Sonic 06 skewered Blaze's origins and SEGA and Sonic Team has still to confirm which game is Blaze's actual origin. So till then I personally think it's Sonic Rush's origin story).

Hope this cleared up some things for you! ^_^

...I could not have said it any better myself, with the SEGA nerd I am. I praise you. *bows down*

Thank you Darkhorn. I tried making it make as much sense but as easy to understand as possible. Which is quite hard for me since I'm kind of bad at explaining things. Now I just need to find someplace where I can explain about the whole confusion on NiGHTS gender.
