Is it consider child abuse when one of your parents neglect you and the other doesn't?

Yes it is. This is one-sided abuse (I just made that word up right now). Neglect is considered abuse because a child needs attention. But in a court of law not only will the parent who neglects the child will go to jail but also the parent who payed attention to the child as well. Because they did nothing to stop the parent from neglecting the child, or in other words is basically being a bystander or almost like also being involved in the neglect also. What i mean is that if you no someone is being neglected at home and you do nothing you are neglecting the fact that it happens and is basically like neglecting the child also.oK off topic but as i was saying yes because you need it's not right for just one parent to give attention to the child it is basically like if the child did not have a mother/father.
