does stefan turn on his humanity after season 3x09?? im really confused

Not technically. Klaus gave him his freedom, as in Klaus freed Stefan from his compulsion. Stefan can choose whether or not to turn back his humanity on. Katherine kind of made him turn his humanity back on but only the angry parts, not his full humanity.

Stefan said he doesn't want to turn on his humanity completely because of all the people Klaus made him kill. But Katherine made him turn it back on so that he could get mad enough at Klaus to kill him for all the people he cares about and himself
