Why can't I rate certain people's stuff? :S

I've been rating some stuff of gossip-girl999 and it was working. Then a few minutes later it stopped working =/

i've been having the same problem, but if the stuff has been submitted off the same computer you are on you cant rate it, which i find annoying...my mate uses fp and she loves my work and always wants to rate it but cant (even if it not on the same computer) ... its real weird...

i think it's more like the internet IP address rather than the computer.. coz I hav the similar problem too. i think Fanpop reckons u'd be cheating if rating stuff submitted from the same network...if u know wat I mean =], but yeah it's annoying.
